About Us

Founded in 1931, the Public Links Golf Association (PLGA) is comprised entirely of golfers who are members of clubs attached to public courses (Type I or "green grass") or unattached to any physical site (Affiliate and Internet Clubs). PLGA is directly licensed by the United States Golf Association (USGA) to provide the basic infrastructure for ORGANIZED PUBLIC GOLF in California, including the provision of the USGA Handicap System and the USGA Course Rating System. With 185 clubs and 20,000 individual members, PLGA is the largest exclusively public golf association in the national USGA family, and as such, it defends the ancient and honorable traditions of the game in the municipal and daily fee sectors. Indeed, PLGA’s unofficial motto is that “the highest of standards and the public sector are mutually compatible concepts.”

| WHAT PLGA PROVIDES ITS MEMBERS: |
- The largest exclusively public USGA licensed golf association in the United States.
- A democratic, self-governing association via designated representatives, who meet each month at a member club to conduct the business of the Association – every club can vote!
- Twice monthly, computerized handicap indexes (USGA licensed), distinctive PLGA membership card, and handicap index emails.
- GHIN, a fully computerized handicapping service that provides monthly handicap reports, handicap verification by internet or telephone, the ability to view members’ handicap files through PLGA’s web site, www.plga.org and the ability to have your Handicap Index E-mailed to you at both Handicap Revisions each month.
- Website “GHIN Club Maintenance” access – the ability of club Handicap and Membership Chairs to gain electronic access (in readily and easily printable form) to ALL of the monthly handicap reports for member clubs and ALL of the membership maintenance forms necessary to manage the club’s relationship with PLGA. (Printable copies of the forms are also available under "Forms (General Membership)."
- Out-of-state computerized score posting through GHIN and Internet Posting capacity through the PLGA website.
- The provision of ALL of the hardware and software associated with the GHIN touch-screen posting system at ZERO cost to green grass facilities, including insurance, upgrades and maintenance – the ONLY golf association in Southern California that does so as a matter of established policy. Only cost to green grass clubs is their own monthly phone charge.
- Course and Slope Ratings sanctioned by the USGA.
- Course measuring with the use of state-of-the-art measuring devices.
- Annual Player Performance information via PLGA’s Website.
- The representation of the interests of members and member clubs before the various public agencies that own most of PLGA’s member golf courses.
- Access to E-newsletters and online publications.
- The advocacy of the principles of organized, affordable, and accessible public golf in a political and business environment that is often hostile to these nurturing principles.
- Annual orientation meeting specifically for member clubs’ handicap and membership chairmen in which all aspects of membership services, electronic handicapping services, and USGA rules / practices are reviewed.
- The conduct of tournaments at more than 60 sites annually, all of which are open to players of all skill levels.
- The provision of follow-up “results” packets to each individual participant in PLGA’s tournaments and team competitions.
- Internet access to tournament applications, tournament pairings, tournament results, and Association news through PLGA’s web site, www.plga.org
- Participation in the Annual Team Play Program.
- The provision of Rules and Handicap seminars throughout the year, including the USGA Handicap Certification accreditation now required for the continued issuance of USGA Handicap Indexes.
- The PLGA Foundation, which provides college scholarships, junior golf support / Programming and Pro Bono improvement projects at publicly owned golf facilities.

PLGA PROVIDES ALL OF THIS AS A SEPARATE ASSOCIATION SO THAT IT CAN FOCUS ALL OF ITS ENERGIES ON PUBLIC GOLF COURSES, PUBLIC GOLF CLUBS, PUBLIC GOLFERS, AND PUBLIC GOLF ISSUES.
